South Africa's Repeat Offending Crisis
South Africa continues to experience one of the highest repeat offending rates in the world, with studies placing it between 55% and 90%. Without practical skills, structured support and positive community ties, many released offenders return to crime within years, or months.
The cost is enormous, to taxpayers, to correctional services, to communities, and most painfully, to the families caught in the cycle. Children grow up without a parent. Partners endure repeated loss. Communities remain unsafe.
ROTSTAR is part of the solution. By addressing the root causes (idleness, gang belonging, addiction, hopelessness), we give offenders a genuine reason to choose a different path.
